Madzayo, who doesn’t see what you are doing for Kilifi County, your beloved County? If Kilifi people are not seeing and appreciating, God will see what you are doing.
When devolution started in 2014, many people were naive about and ‘somewhat’ ignorant about what an elected senator is mandated to do by the Constitution. Others opined that an elected Senator is supposed to undertake or initiate development project across the county for him or her to be noticed as a performer.
Little did they those critics know what Article 96 of the Kenyan Constitution states on the role of the Senate:
(1) The Senate represents the counties, and serves to protect the interests of the counties and their governments.
(2) The Senate participates in the law-making function of Parliament by considering, debating and approving Bills concerning counties, as provided in Articles 109 to 113.
(3) The Senate determines the allocation of national revenue among counties, as provided in Article 217, and exercises oversight over national revenue allocated to the county governments.
(4) The Senate participates in the oversight of State officers by considering and determining any resolution to remove the President or Deputy President from office in accordance with Article 145.
From the above reference, anyone who is keen on Madzayo’s legislative activities like me will concede to the fact that, his performance is above board as the People Representative of Kilifi County 003.
By the end of 2017 when Senator Madzayo was completing his first term as the 1st Senator of Kilifi County, the Senate had allocated Kilifi County a total of KSh28.76 billion to the great County of Kilifi.
Then for the other financial years where 2017/2018 Kilifi got 9,950,900,000 2018/2019 the county got 10,833,000,000, 2019/2020 was 10,370,781,080 and now 2020/21 there is an impasse to be resolved at the senate of Kenya after introduction of 3rd generation formula by the Commission for Revenue Allocation. In summary, Kilifi County has for got over 60 billions Kenya Shillings from the Exchequer.
Now what does this tell you. There have been lobbying efforts from the elected Senator of Kilifi County Sen. Stewart Mwachiru Madzayo. Senator Madzayo ways of working has been misunderstood by some in Kilifi County. For him, you can get things done in your favour by being humble, gentle, non-confrontational and more importantly friendly to all.
When the County Allocations Bill 2020/21 was introduced to the floor of the senate, the Bill appeared inconsistent with members’ interests including those from marginalized counties (Coast, North-eastern, part of rift valley and eastern regions). The Bill if passed could have made (Kilifi and other marginalized counties) loose over 1B Kenya Shillings in this financial year. Senator Madzayo led the opposition of this Bill and from that to-date, he has been at the front-line. As a strategic lobbyist, he made his position known. When he rose to speak in the house to speak, his aim was to convince others to endorse his position. He succeeded influencing others and as we speak, he one of the 11 members team picked to address the stalement through consensus of a win-win formula since for 9 times, majority of the house rejected through division any intention by the state to pass the third generation formula. This legislative behaviour by Senator Madzayo is worth emulating by to other legislators especially those from Kilifi County.
Senator Madzayo’s effective legislative lobbying has been made possible by his efforts of cultivating and maintaining good working relationships with his fellow legislators. i doubt and even suspect whether this Senator has any foe in the house.
It has been said that there are no true friends in politics. But there are plenty of them. Few issues have made politicians so popular. Law Makers come and go. What they leave is a mark of history well documented in the Hansard. For Madzayo, he will leave history in the second senate as one of the successful lobbyists who knew about the issue he was promoting-resources for his county. Madzayo got inside scoops that him exceptional perspective and allowed him to predict legislative outcome on the issue he was canvasing in and outside the house. He leveraged his thorough familiarity with and understanding of the inner workings of the House to reach his desired objectives. Kilifi is one of the Counties that got bigger allocation courtesy of Madzayo the 1st Senator of Kilifi County.
